PROBLEM TO BE SOLVED: To provide a method for producing a phosphoric acid ester or a salt thereof which can give a hydraulic composition additive being good in aqueous solution properties, improved in workability such as pumpability, and imparting an excellent viscosity-lowering effect to a hydraulic composition. SOLUTION: The phosphoric acid ester or the salt thereof used as an additive for a hydraulic composition is produced by adding water to the reaction product obtained by phosphorylating a specified polyether compound with a phosphorylating agent and hydrolyzing the pyrophosphoric acid bonds.
