There is disclosed a technique for displaying, without any troubles, image signals at a splice between scenes, precluding images from being frozen even in a case of discontinuation of time information, such as a case of scene transition. According to this technique, an image encoding part (1041) performs intra-frame encoding and inter-frame prediction encoding of image signals to produce image encoded data. A time information (PCR) generating part (10461) generates time information to be multiplexed in a transport stream. Identification information (scene transition information) generating part (10462) generates identification information indicative of discontinuation of time information when the continuation of the time information to be multiplexed in the transport stream is lost. A multiplexing part (1047) multiplexes the image encoded data, time information and identification information to output them as the transport stream.
