A mobile communications terminal having a communicator for transmitting and receiving a signal to/from a base station is connected to a measuring instrument through wireless medium and a cable. A control processing software stored in a memory of the mobile communications terminal is executed. The mobile communications terminal converts the measurement data acquired by measurement of the measuring instrument into the same format as the signal transmitted to and received from the base station and the converted measurement data is read into a controller to store in a storage. The measurement data is transmitted from the communicator to the base station to be stored in a data storage and published on a web site in a manner that third party can check.
