A paper cutter comprises a base (2); a rectilinear plate (10) which is disposed on the base (2), and which is able to contact and separate with respect to the base (2); holding members (5,6) which guide the plate (10) so as to make it contact and separate with respect to the base (2), and which hold the plate (10); a slot (11) formed along a direction of a length of the plate (10); and a slider (20) which is accepted in the slot (11) so as to be able to slide, and which has a cutter (26), is characterized in that the slot (11) has an opening portion (16) opening at least up to one end portion of the plate (10), and further by a stopper (30) which opens and blocks the opening portion (16) is disposed at a portion of the holding members (5,6) facing the opening portion (16) or disposed in the vicinity of the opening portion (16) of the plate (10).
