PROBLEM TO BE SOLVED: To save consumption of the recording capacity of a control information area when recording control information in a WORM recording medium, and to instantly acquire the latest control information when mounting the recording medium next time. SOLUTION: An optical disk represented by DVD-R is given as an example of the information recording medium. In a lead-in area, the control information area including control information data of the address etc. of recorded data is arranged. Further, a prescribed remaining quantity area is provided in the control information area. When recorded control information data has not amount to the prescribed remaining quantity area yet, data is recorded on the optical disk 100, and the latest control information data is added in the control information area whenever the optical disk is ejected. After the control information data amounts to the prescribed remaining quantity area, only when a prescribed quantity of or more added recording data is recorded, the latest control information data is added in the control information area.
