<p><P>PROBLEM TO BE SOLVED: To provide a device for supporting the selection of a subcontractor that reduces the additional work of administrative staff, by assisting in creating evaluation standards and selecting persons in charge of evaluation in a fair manner, and to provide an electronic bidding system. <P>SOLUTION: Persons who either create evaluation standards for evaluating the contents of subcontracted work or determine the contents of bidding, based on the evaluation standards are registered in a personnel database 19, together with their areas of expertise and technical levels. When specification data are inputted, an evaluation standard creator selecting part 12 extracts from the personnel database 19 persons whose areas of expertise match the fields of the subcontracted work, and selects the person in charge of creating the evaluation standards, on the basis of the difficulty level and technical level of the subcontracted work. An evaluator selecting part 13 extracts from the personnel database 19 persons whose fields of expertise match the field of the subcontracted work, and selects the person in charge of evaluation on the basis of the difficulty level and technical level of the subcontracted work and the evaluation standards.
