A method and apparatus for collecting a dust and cleaning an air by an electrostatic spray is provided to effectively enhance collecting efficiency for submicron particles, and to maximize collecting efficiency by a compact structure. The collecting method collects a foreign particulate by applying high voltage to a contaminated air at a particle charging portion(30), which air is introduced from a absorbing device(30). The collecting method comprises the steps of reacting air involving a charged foreign particulate and a water droplet downwardly injected from an injection nozzle(11) and a ring electrode(12) so as to cross the flow direction of the air, and collecting the foreign particulate by a downward injection force and a gravity into water droplet collecting portion. The water droplet is charged with a opposite polarity and is injected at a certain angle so as not to collide with the ring electrode.
