PROBLEM TO BE SOLVED: To obtain a cylindrical intermediate transfer medium using a sheet, in which a flame resistant layer having fire extinguishing property is sandwiched by resin layers, as a base material sheet. SOLUTION: The ends of the sheet 51h, provided with a conductive layer 51f and a resistance layer 51g on one surface of the flame resistant base material sheet where the frame resisting layer 51a composed of flame retarder having the fire extinguishing property, is held between the resin layers 51b and 51c are opposed to be curved cylindrically so that the resistance layer 51g is on the outside, and a 1st narrow welding member 51j is made to abut against from the inside of the sheet 51h first so as to extend over the opposed part and is first welded, while extruding the flame retarder near the end, then a 2nd wide welding member 51m is made to abut on the 1st welding part J1 from the inside of the sheet 51h and is secondly welded, whereby the sheet 51h is formed into a cylindrical shape.
