<P>PROBLEM TO BE SOLVED: To suppress expansion of a transmission band by multiplication processing of a window factor, and at the same time, and to prevent impairment of ACPR (Adjacent channel Power Ratio) when a signal frame which prepares redundant parts before and after data are carried out for 16QAM modulation and burst transmission. <P>SOLUTION: In processing to carry out for 16QAM modulation and burst transmission the signal frame which prepares an R section and a G section as the redundant parts, a frame configuration processor 43 and a data copy processor 21 collaborate to establish symbol data modulated in a signal point where signal energy becomes minimum in the head of the R zone and a tail of the G zone frame. At the same time, the symbol data of the head of the R section on the tail of the R section are prepared to copy, and the symbol data of the tail of the data on the head of the G section are prepared to copy.
