PROBLEM TO BE SOLVED: To provide a system for detecting a road surface condition for detecting frozen/snow-fall conditions on the road surface to execute a measure such as an alarm to a driver and a road manager, by communication between an antenna on the road surface and an antenna under the road surface. SOLUTION: In this system for detecting the road surface condition, the road surface condition is determined based on reception electric power when the underground antenna receives a radio wave, by conducting the short range radio communication between the the base station antenna installed on the road surface and the underground antenna buried under the road surface.
