PROBLEM TO BE SOLVED: To provide a heating element unit and an electric heater excellent in heating property, which can be easily manufactured. SOLUTION: The heating element unit is constituted such that heater wires are aligned between two sheets of base cloths that are laid on each other. The electric heater comprises the heating element unit. The cloths 2, 2 are jointed by a plurality of jointing wires 3, and the heater wire 4 is arranged so as to pass through between the adjacent jointing wires 3. As the cloths 2, 2 can be sewed to each other by a sewing machine, the electric heater can be manufactured by simple work without requiring a skill. Further, as the heater wire 4 can be arranged only by the simple work of inserting it along the jointing wire 3 between the sewed cloths 2, 2, the heating element unit can be manufactured without damaging the heater wires 4.
