PROBLEM TO BE SOLVED: To provide means that are effective in system authentication by an individual user. SOLUTION: A system management side electronic apparatus and a user side terminal apparatus are connected via a communication line including the Internet, and system authentication information from a recording medium incorporated in the system side electronic apparatus and personal authentication information from a personal input operation by a user on the terminal apparatus are used for mutual authentication between the individual user and the system management side electronic apparatus to be accessed. In such a system for mutual authentication between a user and a system, two sets of authentication data, one being personal authentication data showing the user personal authentication information and the other being server authentication data showing the system authentication information, are registered and set, and server side authentication by the server authentication data and user side authentication by the user personal authentication data are executed alternately.
