A color filter substrate, a manufacturing method thereof, an electro-optical device, and an electronic device are provided to enable color display capability for the electro-optical device by using a color element installed in a region divided by first and second banks. A color filter substrate includes a plurality of display dots arranged on a surface of the substrate. A reflective film(12) forms a reflection portion and a transparent portion on an inner portion of the respective display dots. A first bank(15a) divides a portion of the surface of the substrate which corresponds to the display dots. A second bank(15b) is disposed on an interface between the reflection portions and the transparent portions. A color element(16) is installed on a region enclosed by the first and second banks.
