An apparatus and a method for allocating downlink channel identification codes in an asynchronous mobile communication system are provided to efficiently use radio resources by executing an OVSF(Orthogonal Variable Spreading Factor) code rearrangement procedure in order to minimize the number of useless OVSF codes. In ranking 4 groups, an RNC(Radio Network Controller) compares scanning factors for the SFs(Spreading Factors) of the groups(300). The RNC arranges the groups in the order of the size of the scanning factors(302). Then the RNC judges whether groups having an identical scanning factor exist(304). In case that groups having an identical scanning factor exist, the RNC compares block factors for the SFs of the groups having the identical scanning factor(308). The RNC arranges the groups having the identical scanning factor in the order of the size of the block factors(310). Then the RNC judges whether groups having an identical block factor exist(312). In case that groups having an identical block factor exist, the RNC compares user factors for the SFs of the groups having the identical block factor(314). The RNC arranges the groups having the identical block factor in the order of the size of the user factors(316).
