PURPOSE: To provide a device that not only removes foreign substances such as scales, rust and bacteria for preventing electric current from flowing in water and preventing decomposition and re-precipitation of precipitates such as scales, but also avoids generation of the foreign substances by using an electric field. CONSTITUTION: A device for removing foreign substances such as scales, rust and bacteria and avoiding generation thereof by using an electric field is characterized in that one terminal(2) disposed at a second side(5) of a DC(direct current) transformer(4) for generating a high voltage is connected to an insulated electrode(1) dipped into water, and an other terminal is opened such that an electric field is generated around the insulated electrode to generate influence of the electric field in the water or a flowing water system, wherein the electrode is covered with a water and insulation resistant material.
