PROBLEM TO BE SOLVED: To output the most probable measurement correction value and an abnormal measured value considering the range of past measured values and the coherence between the measured values by a metaheuristic optimization method by using a steady network simulator considering the relation between the measured values on networks and considering nonlinear equipment characteristics and operation rules. SOLUTION: A device for closely inspecting measured values on the networks comprises an optimization section 10 for using an objective function for minimizing the error between an energy measured value and a calculation value inputted to or outputted from each equipment for obtaining the input/output energy of the networks as state variables; and a simulator 20 that internally has an equation, or the like expressed linearly or nonlinearly regarding an equipment model, an operation rule, and the energy flow of the networks, obtains the amount of state of each part in the network in a steady state toward the end from input-side equipment by sequential calculation, based on the operation/stop state of each equipment inputted from the optimization section or input/output energy for outputting as a calculation value to the measured value.
