PROBLEM TO BE SOLVED: To provide a system and a method for dynamically forming a set which can solve the problem that it is difficult to preliminarily define the set having a proper area when classifying elements into sets according to the attributes, and to provide a program therefor. SOLUTION: This invention is configured to perform the generation, movement, division, connection and breakdown of the set by using the attribute information of each element. Attribute information 71-7n store the characteristics of each element for generating the set to which each element is belonging and for deciding the set to which each element is belonging in a figure 3(which is not shown). The definition of the group is dynamically changed according to the variable attribute information of each element. Thus, it is possible to make the set efficiently include each elements, and to prevent the arbitrary elements moving between the sets from being separated from the elements having adjacent attributes.
