PROBLEM TO BE SOLVED: To enable a user to select a desired provider out of traders with which the user makes roaming contracts by himself or herself as much as possible without the need for alterations of a current system on provider sides. SOLUTION: Provided is a contract provider table 15 in which priority levels to be used are set by wireless communication networks in a wireless network 901 that the provider provides, and a control part 11 confirms, at the time of origination, whether the user is in a service area of the wireless communication network in order from the service area having the top priority set in the contract trader table 15 and selects the wireless communication network wherein the presence in the service area is confirmed in such a case to make a call connection request.
