PROBLEM TO BE SOLVED: To provide a lining method having a superior effect of preventing the elution of lead from a lead pipe, by forming a film which is formed mainly of hardly soluble lead oxide and lead carbonate having a small solubility product selected from among main compound candidates of composing the film, while considering main factors for reforming the lead pipe, and which has adequate characteristics, through electrolysis in a water-alkali system. SOLUTION: This lining method forms the film on the surface of the lead material with an electrochemical surface modification method which employs an electric potential sweeping method as a voltage-applying method, wherein an electrolytic solution and the electric potential to be swept are selected so as to form the film having a mixed phase comprising lead hydroxide, lead carbonate, lead monoxide and lead dioxide. The above electrolytic solution includes sodium carbonate which produces carbonate ions through a hydrolysis reaction. The electric potential to be swept is in the range of minus 1.4 to plus 1.4 V.
