PROBLEM TO BE SOLVED: To provide a motion vector detecting device and method capable of detecting a motion vector with a smaller amount of operations while securing the detection accuracy of the motion vector.

SOLUTION: This motion vector detecting device is provided with a primary searching part 10 for calculating an error evaluation actual measured value of integer accuracy by matching processing of an encoded frame and a reference frame, and a secondary searching part 20 for calculating an error evaluation estimated value of real number accuracy without performing matching processing by an interpolation operation based on the error evaluation real measured value of the integer accuracy obtained by the primary searching part 10 and determining the motion vector of the real number accuracy based on the calculated error evaluation estimated value.
