PROBLEM TO BE SOLVED: To simply and inexpensively provide an apparatus which can dissolve a large amount of a gas such as ozone or oxygen in a high concentration into a liquid such as water. SOLUTION: The apparatus is composed of a ceramic cylinder 3 having fine pores 1 and a liquid A inlet 2, a cylinder which is arranged outside approximately concentrically with the cylinder 3 and has a liquid B inlet 4 and a mixed liquid AB outlet 5, a liquid A supply device 7 which is connected to the liquid A inlet 2 by a pipe or the like, and a liquid B supply device 8 which is connected to the liquid B inlet 4 by a pipe or the like. The pressure of the liquid A9 in the cylinder 3 is higher than the static pressure of the liquid B10 flowing in the gap between the cylinder 3 and the cylinder 6, and the Reynolds number of the liquid B10 is adjusted to be at least the critical Reynolds number.
