PROBLEM TO BE SOLVED: To provide an apparatus which can effectively extract organic halogen compounds including PCBs and dioxins from polluted soil and can stably decompose an organic halogen compound gas into a hydrogen halide and carbon dioxide by using air to detoxify it and a method for the apparatus. SOLUTION: In the first process, soil containing the organic halogen compounds is heated indirectly to vaporize the halogen compounds. In the second process, the organic halogen compound gas vaporized in the first process is heated indirectly while being reacted with air to decompose the organic halogen compounds.
