<P>PROBLEM TO BE SOLVED: To provide a systematically established information transmission means for securing accuracy, prevalence, and rapidity in oral information communication. <P>SOLUTION: In the information communication network formation and the information transmission method by an information relay model, transmitter and receiver arrangement including a process of creating an arrangement plan by computer is performed, in which personnel are arranged at a spread step to increase the number of transmitters and receivers of information in the information transmission in an oral relay form sequentially from a spread first line to a spread second line in geometrical progression with the number of the first transmitter as one; and personnel are arranged at a convergence step to decrease the number of personnel from a spread final line where the number of personnel for receiving and transmitting becomes the largest in a tournament form where the number of the last receiver is one. Under the transmitter and receiver arrangement, information content to be sent and received is confirmed by 8W3H1S in sending and receiving information, and the transmission and reception of the information is performed by WESKT.
