PROBLEM TO BE SOLVED: To provide a charging member that can output superior defectless images (with horizontal stripes especially suppressed), even in an electrophotographic system which can use two or more process speeds. SOLUTION: The charging member has one or more layers for covering layer on a support body. When denoting the ten-point average surface roughness of the surface of this material as Rz [μm], the height of the projections on the surface of this material as H [μm], and its area as Sa [μm<SP>2</SP>], and further making Sb [μm<SP>2</SP>] represent the area surrounded by the projections other than the above projections and other projections higher than H [μm] but not including the projections which exceed 0.5H [μm] in the charging member having one or more cover layers on the base, Rz, H, Sa and Sb satisfy a specific relation.
