<p><P>PROBLEM TO BE SOLVED: To obtain an optical element with which a wavelength is arbitrarily varied and a response speed is further heightened, and obtain a tunable optical filter, an optical add drop module, and a tunable light source. <P>SOLUTION: The optical element 201 is constructed by forming a first mirror stack layer 203 on a substrate 202, laminating a first transparent conductive film 204, a conductive buffer layer 205, an electro-optic film 206 as a dielectric thin film with a primary or secondary electro-optic effect, a conductive buffer layer 207 and a second transparent conductive film 208 successively thereon and disposing a second mirror stack layer 209 further thereon. A voltage is applied between the first and second transparent conductive films 204, 208. The optical element 201 is used for a single cavity type bandpass filter and so on, and with which a transmitted or reflected wavelength is varied corresponding to the applied voltage.
