PROBLEM TO BE SOLVED: To provide a punctual service control unit which provides both punctuality and comfortable ride. SOLUTION: The punctual service control unit comprises a target travel pattern calculation part which calculates a target travel pattern for a train, and a target speed calculation means which calculates the target speed of a train based on the current position and current speed of the train as well as the current time and a target travel pattern inputted from the target travel pattern calculation part. The target travel pattern calculation part is a position time pattern representing a target arrival time at a position on the route. The target speed calculation means calculates a target speed so that a difference between the target arrival time at the predicted objective position of the train and the predicted arrival time at the predicted objective position is small and the deviation amount of the target speed is small.
