PURPOSE: A non-separating diffuser for a hole made by two step processes is provided to secure the diffuser capable of receiving some of a position tolerance of the diffuser for the hole not causing flow separation from the diffuser surface. CONSTITUTION: A method for forming a non-separating diffuser comprises steps of making at least one metering hole; providing at least one electrode comb(111) having a gear including a nose comprising plural diffuser surfaces the ends of which are cut to the extent of the offset from a central line(2) of the gear; and making at least one diffuser hole having the electrode comb to enable at least one diffuser hole to cross at least one metering hole in a conversion area.
