PROBLEM TO BE SOLVED: To solve the problem that there is a difference in communication reliability between individually designated communication and broadcast communication. SOLUTION: The communication controller has communication functions of both an individually designated communication means 4 for designating a communication party and performing radio transmission and a broadcast communication means 9 for performing radio transmission without designating a communication party. The controller has an ACK request setting means 5 for requesting or not requesting return of an ACK signal for confirming communication with the communication party when the individually designated communication is conducted, and changes the number of times for repeating transmission of transmission data at the time of the broadcast communication linked with the setting by the ACK request setting means 5.
