Hydrogen generators operating over a range of hydrogen production rates are controlled by alternating production between a net hydrogen make rate and a net hydrogen loss rate. A hydrogen reservoir is provided and the amount of hydrogen in the reservoir is the determinant as to which hydrogen production rate is employed by the hydrogen generator.
