PROBLEM TO BE SOLVED: To provide an additive which is easily added to lean concrete, stabilizes the entrained air content, fluidity, and fluidity retention of lean concrete in a fresh state, and prevents lean concrete from bleeding. SOLUTION: The additive for lean concrete contains a phosphoric acid monoester having a specific group (e.g. an alkyl ether group) or its salt (a monoester compound) and a phosphoric acid diester having a specific group (e.g. an alkyl ether group) or its salt (a diester compound) in a wt. ratio of monoester compound/(monoester compound+diester compound) of 0.4-0.95 (the diester compound includes a pyro compound).
