PROBLEM TO BE SOLVED: To provide a communication control system capable of carrying out a telephony service to an incoming call transfer source at incoming call transfer operation. SOLUTION: An incoming call transfer destination notice section 206 of a gatekeeper apparatus 101 extracts a connection disable state with respect to a call termination device from an incoming call transfer destination storage section 205 in response to a participation request from a call origination apparatus and informs the call origination apparatus about the transfer destination via a call connection control transmission and reception section 203. The call origination apparatus receives the connection disable state from the call termination device to decide an incoming call transfer destination and informs the gatekeeper apparatus 101 about a fact of the incoming call transfer and the incoming call transmission source when making a participation request to the gatekeeper apparatus 101 for connection to the incoming call transfer destination.
