PURPOSE: A countersink forming cutter is provided to form a countersink on a structure made of carbon, fiberglass, and Kevlar, to reduce the failure rate of products, and to expand the life span of the cutter. CONSTITUTION: A cutter for forming a countersink on a structure is composed of a connection unit(200) coupled with an air gun for supplying high-speed rotary power and a cutter unit(100) extending from the side opposite to an air gun combination portion of the connection unit and having an inclined surface(140) disposed in the end to form the countersink and a diamond cutting edge(120) disposed at the side of the inclined surface. The diamond cutting edge is welded and combined with a body(110) of the cutter unit by a cemented layer. The diamond cutting edge is formed along the inclined surface by joining the diamond cutting edge with a diamond attaching surface(130) of the cutting unit by the cemented layer.
