PURPOSE: A device and a method for recognizing a user to draw out cash or check from an ATM(Automated Teller Machine) are provided to prevent cash/check withdrawal of the unlawful user without obstructing the lawful user by correctly discriminating the lawful user and the unlawful user with a face recognizing means. CONSTITUTION: A CCD(Charge Coupled Device)(100) pictures a face area of the user by installing to a proper position of the ATM(10). A sampling/yield controller(110) performs sampling and controls a yield by detecting a color signal and a brightness signal from an image of the face area. A face recognizer(130) extracts continuity of skin color corresponding to a face color of the user from digital image data obtained from a filter(120) and determines use of the ATM by discriminating the lawful or unlawful user depending on an extraction result. A voice processor(150) informs the user of approval for using the ATM depending on a recognition result of the face recognizer.
