PROBLEM TO BE SOLVED: To facilitate the operations of registering and distributing CBS contents. SOLUTION: At each branch store 10, news documents which designate distribution areas and time are created and sent to a branch office 20 which manages the plurality of branch stores. At the branch office 20, the news documents are separated into news text files and news distribution schedules and stored in association with each other as they are converted into distribution data in a format for sending them to a CBS service center 30. The distribution data whose distribution schedule is within a predetermined time range are transferred to an FTP server 25 and collected by the registration and distribution server 31 of a service center 30. The registration and distribution server 31 stores the collected distribution data and distributes their contents from a base station 41 in the designated area to a mobile device 42 in the area at the time designated by the distribution schedule.
