<P>PROBLEM TO BE SOLVED: To aim at checking easily whether it is inside a hot spot service area or not. <P>SOLUTION: A radio wave field intensity of a predetermined network is measured in a measuring device 4 based on a predetermined network ID, a storage device 2 for storing information including a key network or the like, a radio wave field intensity in a given region, a radio wave detector 3 for detecting information carried on a radio wave, and each of pieces of information obtained from the storage means 2 and the radio wave detector 3.
