<P>PROBLEM TO BE SOLVED: To provide a polymer electrolyte satisfying both high proton conductivity and economized fuel crossover, and a member using the electrolyte. <P>SOLUTION: This electrolyte is formed by mixing a proton conductivity polymer (A) and a polymer (B) different from the polymer (A), and characterized in that a ratio of an amount of non-freezing water in the electrolyte expressed by a mathematical formula (S1): (ratio of amount of non-freezing water)=(amount of non-freezing water)/(amount of low melting point water + amount of non-freezing water)×100 (%) is ≥40 wt% and ≤100 wt%.
