PURPOSE: A method for improving shear resistance of the submarine poor ground by an aggregate-filled upper reinforcing pile using a helically stitched high-strength geotextile upper reinforcing sack and the aggregate-filled upper reinforcing pile are provided to increase supporting power of the aggregate-filled upper reinforcing pile by dispersing multilaterally stress applied on a helical stitched part. CONSTITUTION: In a method for improving shear resistance of the submarine poor ground(2) by an aggregate-filled upper reinforcing pile(16) using a helically stitched high-strength geotextile upper reinforcing sack(B), an outer overlap helically stitched high-strength geotextile upper reinforcing sack(12) having an upper reinforcing unit(A) is hung down in a steel cylinder(11) driven into the submarine poor ground. Gravels(15) are filled in the upper reinforcing sack from a lower end thereof up to an upper end by a gravel injection pipe(14). The aggregate-filled upper reinforcing pile filled with the gravels is mounted in the submarine ground by pulling out the gravel injection pipe and the steel pipe cylinder. A quay as a harbor structure is built by installing a rubble layer on the upper reinforcing pile. Rubbles are filled between the quay and the shore.
