PURPOSE: A urea aqueous solution making apparatus is provided to solve the general problems generated by the urea of a powdered state being stored and supplied in an intermediate path. CONSTITUTION: The apparatus comprises: a urea aqueous solution making tank(21) formed at a predetermined volumetric capacity so as to make a urea aqueous solution of a powdered urea supplied from a tank lorry(31) and water(37) metrically supplied through a flow meter(33); a plurality of inlet valves(23) and outlet valves(25) provided at both opposite sides of the urea aqueous solution making tank(21) so as to form a circulating line(45) that makes the powdered urea into an aqueous solution while circulating the water in the urea aqueous solution making tank(21) and the urea aqueous solution being made; a circulating pump(27) provided on the circulating line(45) connecting the inlet valves(23) and the outlet valves(25); and a heat exchanger(29) installed on the circulating line(45) for supplying heat of urea fusion to the water being circulated and the urea aqueous solution being made by the operation of the circulating pump(27).
