PROBLEM TO BE SOLVED: To provide a cutting blade for a cutter for paper or the like, to which a cover is fitted to prevent an injury in touching the cutting blade, attaining high safety by still covering the knife edge of the cutting blade with the above cover even during cutting, and provide a cutter including the cutting blade. SOLUTION: This cutting blade with a cover has a knife edge at the lower edge part, and the cutting blade is used with one side edge rotatably fitted to a table of the cutter for cutting a thin cutting object. The cover is composed of a fitting part fitted to the cutting blade and an extending part extended from the fitting part to the lower side. The cover is mounted on the cutting blade so that one side surface of the cover is made to closely adhere to the side of the cutting blade by the fitting part, and the tip of the extending part is extended to the position below the knife edge at a predetermined space from the knife edge of the cutting blade.
