PURPOSE: An apparatus and method for encoding video signals with a very low bit rate are provided to adaptively carry out mode encoding by using the relationship between the sum of absolute values of luminance signals obtained through motion estimation and the sum of absolute values of chrominance signals. CONSTITUTION: A video signal encoding apparatus carries out MC-DCT(Motion Compensated Discrete Cosine Transform), quantization and entropy encoding using a predictive frame generated through motion estimation and motion compensation between the current frame and a reconstructed previous frame of a video signal. The apparatus calculates the sum of absolute values for motion estimation result values of luminance macro-block and the sum of absolute values for motion estimation result values of chrominance macro-block corresponding to the luminance macro-block and, when the calculation results satisfy a predetermined mode encoding condition, encodes the luminance macro-block into a mode signal representing that the luminance macro-block is not-coded macro-block. |
