PROBLEM TO BE SOLVED: To efficiently convert kinetic energy of a fluid into rotational energy of a vane wheel, to remove a bubble from the fluid, and so forth. SOLUTION: In the rotating vane apparatus provided with a case 31 which has an inflow passage 49 and an outflow passage 51 for the fluid and the vane wheel 33 which has a vane part 73 at the outer circumference of a disk part 71, which is rotatably housed and supported by the case 31, and which is rotated when receiving a paint flowing in from the inflow passage 49 with the vane part 73 in the rotating direction, communication passages for removing the bubble are disposed opposite each other at the rotational central part of the vane wheel 33, so as to be commonly used with the outflow passage 51.
