PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide solid gear cutting tool having a hard coating layer exhibiting excellent thermal plastic deformation resistance n high-speed gear cutting. SOLUTION: The surface coated cemented carbide solid gear cutting tool has a base body formed of a tungsten carbide-based cemented carbide gear cutting tool main body, and each of a cutting face and a flank of the base body is coated with the hard coating layer formed by physical vapor deposition. The hard coating layer has a mean thickness in the range of 0.9 to 15μm and is comprised of a composite nitride containing Al and Ti and satisfying a composition formula: (Al<SB>X</SB>Ti<SB>1-x</SB>)N (where X is in the range of 0.40 to 0.65 by atomic ratio). Herein only the flank of the surface coated cemented carbide solid gear cutting tool has a primary layer under the hard coating layer, which is formed by physical vapor deposition. The primary layer has a mean thickness in the range of 0.1 to 5μm and is comprised of a composite nitride containing Al and Ti and satisfying a composition formula: (Al<SB>Y</SB>Ti<SB>1-Y</SB>)N (where Y is in the range of 0.70 to 0.95 by atomic ratio).
