PURPOSE: An electric boiler is provided to operate a boiler with low electricity and high efficiency by heating a heat transfer medium using the heat generated from a planar heating element. CONSTITUTION: An electric boiler comprises a heating unit(10) composed of an inner container(11) having a first heat transfer medium passage(13), an outer container(12) surrounding the inner container to form a second heat transfer medium passage(15) and a plane heater(19) for generating thermal energy, a heat emission unit(30) connected with the first and second heat transfer medium passages to circulate a heat transfer medium, a pump(50) for circulating the heat transfer medium through the heating unit and the heat emission unit, and a controller(60) for controlling the power applied to the planar heating element.
