The apparatus has four photoconductors that bear latent images. A developing device (5) develops the latent images on the photoconductors with a toner. A cleaner (7) with a cleaning blade (7A) clears the toner remaining in the photoconductors. An irradiating device is located on an upstream side from the cleaner relative to a rotation direction of the photoconductors. The toner has a circularity that is not less than 0.94. An independent claim is also included for a process cartridge which is detachably attached to an image forming apparatus.
