The tool enables a fixture component to be loosened or tightened with impulse force and has a rotary component for rotation by hand force or other means, a rotation unit for engagement against the fixture component and a shaft or other component for force transmission between the rotary component and rotation unit. In an elastic component energy used for rotation of the rotary component is stored. An impulse component is made to rotate by the rotary component until a predetermined torque is achieved, after which the energy stored in the elastic component is caused by the impulse component to strike against a stop formed on the shaft, so that a rotating force from the shaft is applied by the rotation unit to the fixture component.
