PURPOSE: An apparatus and a method are provided to determine true defects and pseudo defects in an efficient manner by arranging a defect verifying unit in the apparatus. CONSTITUTION: An apparatus comprises a defect verifying unit for verifying a defective portion(28) of a circuit pattern by an image processing for comparing image data obtained from pickup of a piece and a master pattern. The defect verifying unit includes a display unit for image displaying the relevant pickup region where one or more defective portions are included, on the basis of the image data obtained by picking up the pickup region defined in the piece; a display control unit for controlling image display of the pickup region in order of giving priority to the pickup region where the largest defective portion is included; and an input unit for performing a selective input for determining whether at least one defective portion included in the pickup region displayed by the display unit, is a true defect or a pseudo defect.
