PURPOSE: An internet access interception and small amount payment service system and server is provided to make a device, installed at a user terminal, read data on a small amount payment card, detect an address of a network to be accessed, to intercept the internet access according as a level of the card is compared with that of an internet site, and do a payment operation. CONSTITUTION: The system comprises an internet access interception and small amount payment device(101), a service operating server(103), an access control server(105) and a member site server(107). The internet access interception and small amount payment device(101) reads data on an inserted payment card, transmits the read data to the service operating server(103), detects an address of a network inputted by a personal computer, transmits the detected address to the service operating server(103), and receives payment processing result data from the service operating server(103). The service operating server(103) manages identification data, level data, and money data of the payment card, manages network address data and payment system data, checks the card data transmitted by the device(101), searches for a member site, compares the level of the member site with that of the payment card, transmits an access process request signal to the access control server(105), transmits the card data to the member site server(107), performs a payment process according to a payment process request, transmits the payment process result to the device(101) and the member site server(107), and processes a settlement among the member site servers(107).
