PURPOSE: A system and a method for billing Internet contents in a remote place are provided to enable the third person in the remote place to bill the contents offered to a contents user from a CP(Contents Provider) by mixing a logical billing method and a time-meter billing method while minimizing burden of the CP. CONSTITUTION: CP servers(20) transmit the requested contents to the information user terminal(30) by comparing/certifying user information and encrypted certification information received from an information user terminal. The information user terminals request the contents by transmitting the encrypted certification information received from a contents billing device(10) and the user information to the CP server, and periodically transmit the login information to the contents billing device. The contents billing device generates/transmits the encrypted certification information to the information user terminal by certifying the user information received from the information user terminal, and calculates/bills a contents charge based on registered billing information by receiving the login information from the user information terminal.
