PROBLEM TO BE SOLVED: To improve the quality of voice in the case that the voice is superposed with a background noise of outdoors etc., in digital mobile radio communication systems, such as car telephones and cellular phones. SOLUTION: The voice encoding system is provided with a detecting means for deciding whether the signal inputted from a transmitter is the signal of a voice section including voice or the signal of a noise section other than the same, a first voice encoder for encoding the signal of the voice section and a second voice encoder for encoding the signal of the noise section and transmits a filter factor with which the fluctuation of the frequency characteristics of a synthesizing filter used on a signal reception side with lapse of time is not admitted when the detecting means decides the noise section.
