A method and apparatus for implementing common rate control in a CDMA network that equalizes the transmit power of the mobile stations transmitting on the reverse link. Consequently, the transmission rate that is obtained by a given mobile station is dependent on the mobile station's current channel conditions on the reverse link channel.
